		<description>Unfortunately, the HARP program doesn&#039;t allow you to payoff any debts, even second mortgages, when refinancing the first mortgage.  If you can lower your monthly payment on the first mortgage with the current low mortgage rates, you should apply that savings towards the second mortgage.  This way you will payoff the second mortgage faster and avoid the balloon term.</description>

		<description>I never would have guessed the top five, but the bottom states are really easy to predict.  I would guess because the dip of the top states like Iowa, SD, ND, and NEB, probably didn&#039;t have too big of dip.</description>
